The legislation sets a maximum of two non-resident owners of a parcel of land who may vote in a municipal election. This subsection allows for consistency in voting practices with other provincial jurisdictions in Canada and restricts the ability to transfer interests in land for the purpose of qualifying the interests as non-resident electors. Our records show that the property you own, in the Rural Municipality of Reynolds, has more than two non-resident owners on the title of the property. In order to establish eligibility to vote in the 2014 general election, written consent must be provided for no more than two of the owners (who are non-residents) to be registered as the electors for the jointly owned property. The consent form (as attached) must be signed by majority of the property owners, including the two appointed electors. As an example, if there are seven owners of the land, four owners (including the appointed electors) must sign as having consented. If there are five owners, in which two are residents and three are non residents, then the two residents would be listed on the voters list, but only two of the three non-residents would be eligible to vote. The same rules would apply: the consent form must be signed by the majority of the property owners, including the two appointed electors. The qualifications to vote are: a Canadian citizen, 18 years of age, a resident or a registered owner of land in the municipality for at least six months at the date of the election six months prior to election day is April 25th, 2014. Placement on the list of electors prior to the end of revising the list of electors, will decrease the wait time at the poll and reduce the documentation that would otherwise be required to register on election day. For non-resident property owners who are not on the list of electors and wish to register on election day, a copy of the certificate of title of your property, picture identification (drivers license) and the appropriately signed consent form will be necessary in order to register to vote.
