10.1 STARS – Request for Support

BE IT RESOLVED THAT Council authorizes a donation of $1,344.00 to STARS Air
Ambulance.

10.2 Policy 52 – Economic Development Review
WHEREAS Policy 52 outlines the process by which the Reeve and CAO are authorized to
work together and represent Council in matters related to Economic Development,
including inquiries and the arrangement of meetings with Ministers, developers, and
planners for residential, industrial, and commercial opportunities;
AND WHEREAS as an Economic Development Officer has been hired for the RM of
Reynolds to follow out the duties described in the policy;

BE IT RESOLVED THAT Council accepts Policy 55 – Irrigation Systems on Municipal
Infrastructure as presented.

10.4 The Nature Conservancy of Canada (NCC) – Purchase of NE 8-10-13 EPM
Res. 25/006 M/S Deputy Reeve Webster/ Councillor Yarmill
WHEREAS The Nature Conservancy of Canada (NCC) has proposed the purchase of a
property NE 8-10-13 EPM located in the Elma area within the RM of Reynolds, totaling
approximately 636 acres;
AND WHEREAS NCC has been working with the property landowners since mid-September
2024 and intends to proceed with a Split-Receipt Purchase and Sale of Land Agreement,

which includes the landowners’ wish to donate a substantial portion of the appraised
value;
AND WHEREAS the proposed transaction is anticipated to close in mid-March 2025, and
NCC has submitted the transaction for review by the Farm Industry Board at its scheduled
meeting on January 17, 2025;
AND WHEREAS The Farm Industry Board typically seeks input from RMs regarding NCC
land transactions, and NCC has requested a resolution or letter of support from the RM of
Reynolds to facilitate the review process;
THEREFORE BE IT RESOLVED THAT the Council of the RM of Reynolds expresses its
support for the Nature Conservancy of Canada’s proposed purchase of the Elma area
property NE 8-10-13EPM and recognizes the importance of conserving natural spaces
within the municipality.

10.5 Crown Lands

WHEREAS the Rural Municipality of Reynolds has been in communication with the
Province of Manitoba to initiate Crown Land acquisitions;
AND WHEREAS the Province of Manitoba has indicated that there may be eligible land
trade opportunities;
THEREFORE BE IT RESOLVED that the RM of Reynolds administration compile a
comprehensive listing of land parcels that the RM of Reynolds would consider offering in
exchange for the desired Crown Lands.

10.6 RM of Springfield – Fire Services Agreement with RM of Reynolds

BE IT RESOLVED THAT the RM of Reynolds enter into a Fire Protection Agreement with the
RM of Springfield as per the attached agreement;
FURTHER BE IT RESOLVED THAT the Reeve and CAO be authorized to sign the agreement.

10.7 Letter of Support – Reynolds Food Bank – Prawda Country Dance – Feb 8, 2025

BE IT RESOLVED THAT Council authorizes the CAO to send a Letter of Support for the
Prawda Country Dance hosted by the Reynolds Food Bank on February 8, 2025 at the
Reynolds Community Centre in Prawda, Manitoba.

10.8 North Eastman Municipal Forum – February 10, 2025 – Dugald

BE IT RESOLVED THAT Council authorizes all Council members & Reeve & ACAO to attend
the North Eastman Municipal Forum held in Dugald, Manitoba on February 10, 2025;
AND FURTHER BE IT RESOLVED THAT all eligible expense be reimbursed.

10.9 Community Futures – Training Modules to Strengthen Business Operations

BE IT RESOLVED THAT Council authorizes the EDO to attend the Community
Futures Training Modules to Strengthen Business Operations on February 12, 2025 in
Oakbank at a cost of $30 per session.
AND FURTHER BE IT RESOLVED THAT all eligible expenses be reimbursed.

10.10 Option Pay – Credit Card Payment Process

BE IT RESOLVED THAT Council authorizes the Administration Team to set up Option Pay as
another payment option for the RM of Reynolds.

10.11 Prairie By-Law Enforcement – Agreement with Reynolds

BE IT RESOLVED THAT the Council of the Rural Municipality of Reynolds enter into an
agreement with Prairie By-Law Enforcement for the provision of by-law enforcement
services within the municipality, and that the terms of the agreement be as outlined in the
proposed contract reviewed and approved by Council.
