Understanding Non-Resident Voting Rights

In the RM of Reynolds, property ownership grants voting eligibility even if your primary residence is outside the municipality. However, specific provincial regulations apply when a property is owned by multiple individuals.

Maximum of Two Non-Resident Voters Per Property 22(2)

In accordance with Section 22(2) of the Municipal Councils and School Boards Elections Act (MCSBEA), there is a limit on how many non-resident owners can cast a ballot for a single property.

If three or more non-resident persons qualify as a registered owner of a parcel of land:

  • A maximum of two non-resident voters per property are permitted to vote in a municipal election.

  • Written Consent Required: In order to be included on the voters list, each of the two designated voters must obtain written consent from a majority of the registered landowners of that property.

How to Register as a Non-Resident Voter

To implement the designation of these voters, a written request and the appropriate consent forms must be submitted to the Senior Election Official in person, by email, or by mail.

  • Required Form: You must complete and file Form 3 (Non-Resident Voter Consent Form).

  • Submission Deadline: It is highly recommended to file these consents well before the Voters List revision deadline on September 22, 2026, to ensure you are included on the final list of electors.
