Understanding Property Taxes & School Taxes

Your property tax statement provides information on your property’s value and the taxes you owe. We’ve organized this information to help you understand how it works.

Key Dates

  • Tax Year: The tax year for the RM of Reynolds runs from January 1 to December 31.
  • Due Date: All taxes are due on October 31st each year.
  • Tax Statements: We mail tax statements in July. If you do not receive yours by August, please contact our office.

Late Penalties

A 1.25% penalty per month is added to any outstanding tax balance on the first of every month.

Important: Failure to receive a tax bill does not excuse an owner from the responsibility of payment or from late payment penalties. If you haven’t received your bill, it is your responsibility to contact the office.

Supplementary Tax Statements

Supplementary tax statements are issued for properties with changes in assessment due to new construction or major renovations that were not included in the annual tax statement. These are typically mailed out by the end of September.

Property Ownership & Information

  • Moving? If you are a property owner and have moved, please provide us with your new mailing address by emailing admin@rmofreynolds.com or calling our office (204) 426-5305.

  • Change of Ownership: If you have sold a property and still receive a tax bill, please forward it to the new owner or return it to our municipal office immediately.

  • New Property Owner? If you have recently purchased a property and have not received a tax statement, please contact our office at 204-426-5305 to get a copy.

Understanding Your Property Assessment

Your property’s assessment is its market value as determined by the Municipal Assessment Branch. Assessment of property is governed by the Municipal Assessment Act and the Provincial Municipal assessor is responsible for the administration of the Act. This value is used to calculate the amount of property tax you pay.

  • Search Database: The Province of Manitoba’s Property Search Database provides assessment details for properties throughout the province.

Calculating Property Taxes

  • Property taxes are calculated by multiplying the Mill Rate and your Portioned Assessment.

  • Portioned Assessment/1000 x Mill Rate = Tax Amount.

  • Under the authority of the Public Schools Act of Manitoba Section 187 and 188, all Rural Municipalities are required to collect and remit School Taxes on behalf of the School Division in their area.

Board of Revision

An owner of property who does not agree with the assessment may appeal the assessment to the Board of Revision, about either the amount of the assessment, the classification of the property, or the liability to taxation (i.e. claiming to be entitled to an exemption from property or school taxes).

The Board of Revision is usually comprised of the council members, but the council may appoint other persons instead.

If the taxpayer is dissatisfied with the decision of the Board of Revision, the party may appeal the amount of the assessment or the classification to the Municipal Board, or the liability to taxation to the Court of Queen’s Bench.

The Board of Revision in the RM of Reynolds is generally held in November.
