What You Need to Know
This guide outlines the municipal requirements and application process for constructing or modifying a driveway (private approach) in the RM of Reynolds. All work must comply with Zoning By-law No. 7/13 and Policy No. 03 (Driveway & Culvert Policy).
In the RM of Reynolds, no person may excavate for, construct, replace, or alter a private approach within municipal rights-of-way without prior authorization. This policy ensures the safety of municipal roads and protects local drainage systems.

Confirm the Number of Allowed Approaches
Only one private crossing per land title is allowed unless a specific resolution of Council approves an exception.
Complete the Application
You must submit a written Culvert/Approach Application (Schedule A) to the Municipal Office in Hadashville. The application requires:
- Property Details: Legal description (Section, Township, Range, Lot/Block/Plan) and civic address.
- Proposed Use: Specify if the driveway is for Agricultural, Residential, or Commercial use.
- Visual Aids: You must attach a sketch of the requested location and a “Google Photo” or clear map.
Site Inspection and Staking
Staking: The property owner must stake out the exact proposed location of the approach for inspection.
Review: The Public Works Manager will visit the site to determine its suitability and specify the required culvert size based on topography and drainage.
Obtain Required Locates
It is the sole responsibility of the property owner to acquire Bell MTS and Manitoba Hydro locates before any work begins. See the Call Before You Dig links at the bottom of the page.
Construction Specifications
All driveways must meet the design standards as outlined in Policy No. 03 (Driveway & Culvert Policy).
Culvert
Installation
If a culvert is required, it must be placed at the ditch bottom and countersunk 0.5 to 1 inch. While culverts can be purchased from the Municipality, any third-party culvert must meet municipal specifications and be approved by the Public Works Manager.
Pay Application Fees and Costs
- Application Fee: A non-refundable fee of $100.00 is required with the application.
- Installation Costs: The property owner is responsible for all costs related to installation and maintenance.
- Exception: If hydraulic flows require a culvert larger than 24 inches, the Municipality will pay the cost difference for the larger pipe.
Important Notes to Keep in Mind
- Unauthorized Work: Any approach installed without a permit must be removed by the owner within seven days, or the Municipality will remove it at the owner’s expense.
- Maintenance: While the owner pays for installation, the Municipality is responsible for keeping the culvert clear of blockages (such as ice or beaver dams).
- Liability: The Municipality is not liable for superficial damage to culvert ends resulting from routine road or drainage maintenance.
