What You Need to Know

A Mobile Home is defined as a portable dwelling unit designed for year-round occupancy, capable of being transported on its own chassis. Unlike other dwellings, Mobile Homes are subject to specific “Relocation” and “Finishing” rules.

Do I need a Permit?

Yes. Before you begin construction, you must obtain a Building/Development Permit.

Purpose: This permit authorizes the construction or alteration of a building and ensures it meets safety codes and standards.

Who Issues it? The permit is issued by the Municipality. Please note that Manitoba Hydro issues any required electrical permits.

Enforcement: The Building Inspector is the official responsible for ensuring your project follows municipal by-laws and provincial building codes.

Highlights From the By-Laws

Confirm the Zone and “Use” Type

Mobile homes are not permitted in every area. You must first verify if your property’s zone allows for this type of dwelling:

  • Permitted Use: In the Mobile Home Park (MHP) Zone, mobile homes are a permitted use.

  • Conditional Use: In most other residential or rural zones, a mobile home is a Conditional Use. This requires a formal application, a public hearing, and formal approval by Council before the unit can be moved onto the property.

Understand the Permit Requirements

The By-law establishes that a project may require both a Development Permit and a Building Permit, which serve distinct purposes:

  • Development Permit: Required to ensure the project complies with the Zoning By-law (land use, location, and setbacks).

  • Building Permit: Required to ensure the technical installation—such as the foundation and anchoring—meets the Manitoba Building Code.

  • Submission: To simplify the process, the RM typically utilizes a combined Building/Development Permit Application.

Construction & Safety Standards

All mobile homes must meet the following structural standards:

  • CSA Z240 Series certification or compliance with the Manitoba Building Code.

  • Used Units: If the home is pre-owned, it is subject to the relocation requirements found on our Used Dwellings page, including a mandatory pre-move inspection.

Site Layout and Setbacks

You must ensure the home is positioned according to the Bulk Requirements of your zone. This includes maintaining minimum distances from:

  • Front, side, and rear property lines.

  • Any other existing buildings or dwellings on the same site.

Gather Required Documentation

Your application must include:

  • Status of Title: A copy issued within 30 days of your application.

  • Site Plan: A scaled drawing showing the home’s placement and distances to property boundaries.

  • Unit Details: The serial number, year, make, and model of the mobile home.

Coordination

Electrical: All electrical connections require a separate permit from Manitoba Hydro.

Sewage: Private sewage systems (septic) require approval from Manitoba Environment and Climate.
