What You Need to Know

When removing a structure from your property, the process is regulated to ensure the site is left in a safe condition and that municipal records are updated for tax and assessment purposes.

Do I need a Permit?

Yes. A Demolition Permit is required for the removal of most structures in the RM of Reynolds. Contact Murray at the Municipal office 204-426-5305 to start the permitting process.

Size Threshold: Any building with a floor area greater than 108 sq. ft. requires a permit before demolition begins.

Purpose: The permit ensures that the building is removed safely and that the land is restored to a proper state.

Who Issues it? The permit is issued by the Municipality. Please note that Manitoba Hydro issues any required electrical permits.

Enforcement: The Building Inspector is the official responsible for ensuring your project follows municipal by-laws and provincial building codes.

Highlights From the By-Laws

Site Restoration Requirements

According to Section 3.4 of the Zoning By-law, once a building has been demolished or removed, the owner must ensure the following:

  • Debris Removal: All lumber, scrap, and rubble must be cleared from the site.
  • Safety: Any open excavations or old foundations must be filled and leveled to the grade of the surrounding land.
  • Wells and Septic: If the property is being abandoned, old wells or septic tanks must be decommissioned according to provincial health and environmental regulations.

Relocation vs. Demolition

If you are not destroying the building but rather moving it to a new location (either within the RM or outside of it), specific “Relocation of Structures” rules apply – Section 2.10 in the Zoning By-Laws.

  • An inspection of the building’s current state is required.
  • A performance bond or security deposit may be required to ensure the original site is cleaned up and the building is properly finished at its new destination.

Gather Required Documentation

To apply for a demolition permit, you will need:

  • Status of Title: A copy issued within the last 30 days.
  • Site Plan: Highlighting the specific structure(s) to be removed.
  • Utility Disconnection Confirmation: Evidence that services like electricity (Manitoba Hydro) have been safely disconnected.

Important Considerations

Property Assessment: Once the demolition is complete and inspected, the RM will notify the Assessment Branch. This may result in an adjustment to your property taxes.

Hazardous Materials: For older structures, be aware of provincial regulations regarding the handling and disposal of materials like asbestos or lead-based paint.
